N.B This tut is only a guide, you do NOT have to have the tubes, font ect to do this tut
Please do not feel that the only way you can do this tut is by having everything I do because you don't.

Supplies Needed
Tubes/Images of Choice (I used Johnnie Grez, Purchased from CILM, http://petitmoineaux.skyrock.com/)
Plugins - Toadies, Vm Toolbox and Simple
Fonts of choice (I used BankGothic)
Open a new 600x500 blank canvas
Flood fill white
Select your rectangle tool
Line style - normal line
Width - 5
Foreground - a colour from your tube
Fill - null
Draw a rectangle
Objects - Align - Center in Canvas
If happy convert to raster layer
Using your magic wand select inside the border
Plugins - Toadies - What are you? With these settings
Overdose - 45
Select none
Using your magic wand click inside the frame
Selections - Modify - Expand by 4
New raster
Flood fill the area with the colour you used previously
Duplicate - hide the copy
Select none
Select your unhidden layer
Effects - Plugins - Simple - Pizza Slice Mirror
Apply 3 times
Effects - Plugins - VM toolbox - Radical Mosaic - With these settings
Selections - Select All - Float - Defloat
Effects - Texture - Blinds - With these settings
Change the blend mode to Mulitply
Add a dropshadow of your choice
Select the bottom layer
Effects - Plugins - Toadies - What are you?
Using your magic wand select the four corners and delete
Effects - Disortion - Twirl 720
Plain Mosaic Blur - With these settings
Move it to position of choice
Save
